Typically CCEnhancer would download winapp2.ini file and place it in the CCleaner installation folder. If you are using a portable edition of CCleaner, then its location cannot be detected automatically, but you can set its location using the Functions → Install for Portable CCleaner menu. In the settings for CCEnhancer, you can choose to automatically download and update the CCleaner rules file at Windows startup.
