Windows 11 ISO Download : Fix “Unable to complete your request” Error

So I decided to download Windows 11 ISO from the official Microsoft website for Windows ISO download. On this website, I first selected Windows 11 64-bit 23H2 version 3. After this, I selected “English (United States)” from the list of the languages. Usually after this step, you get a download link which is active for next 24 hours. But this time, I got an error which explained the problem, “We are unable to complete your request at this time. Some users, entities and locations are banned from using this service.”

After trying different web browsers and different computers, I finally stumbled upon a very simple solution. This works all the time when this error appears. By temporarily disabling the TCP/IP version 6 and keeping only TCP/IP version 4, we are able to download this ISO.

Windows 11 ISO Download Error Fix

Here is a very simple way to fix this error:

  1. Close the web browser that you were using to download Windows 11 ISO.
  2. Press the hotkey Win+R to open the Run dialog.
  3. Type control ncpa.cpl in the Run dialog and press Enter.
  4. Right-click on the network interface that you are using for connecting to the Internet and select Properties from the context-menu. If you have cabled Internet access, then it could be one of the “Ethernet” interface. But these days most of the users use “Wi-Fi” network interface for Internet.

  6. From the list of protocols, uncheck TCP/IP v6 and click on the OK button.
  7. Now relaunch your web browser, visit https://www.microsoft.com/software-download/windows11 and try to download Windows 11 ISO once again.
  8. After you get the download link and the download has started, you can re-enable TCP/IP v6 once again. For this you can follow the same steps except in the step 6, you have to check the TCP/IP v6.

The reasons behind this error are perhaps the way your ISP is connecting to the Internet. Sometimes, turning off your router and turning on it again (to get a new IP address) also works.
